Notice is hereby given that sealed Bids will be received by the Town of Lowell until 2:00 PM (local
time), Thursday, December 18th, 2025, at the Lowell Town Hall, 501 E. Main St. Lowell, IN 46356 at
which time they will be publicly opened and read aloud, for the furnishing of all labor and material for
the construction of the Lowell Police Department Outdoor Range Facility project. Any bids received
later than the above time will be returned unopened.
DESCRIPTION OF WORK: The work includes building a new gun range facility on an empty site,
directly behind a new public works facility currently under construction. This involves a pre-engineered
building that houses a training room, classroom, gun cleaning and showers. The site will be developed
to include a 50 and 200 yard shooting ranges with built up berms around them. Included in that, are
targeting equipment, lighting, a shade shelter and observation tower.
COMPLETION DATE: This work shall be substantially completed by 250 days after the contract is
executed and fully completed 30 calendar days later.
BID DOCUMENTS: Plans, Specifications and Plan Documents are available for examination at Lowell
Town Hall, 501 E. Main Street, Lowell, IN 46356 / 219.696.7794. Electronic copies of the Plans,
Specifications and Plan Documents may be obtained from the Cordogan Clark online planroom
(www.cordoganclarkplanroom.com ). A set consists of a set of plans and a set of specifications and
bidding documents in electronic PDF format. Bids shall be properly and completely executed on bid
forms contained in the Contract Documents.
All contractors and subcontractors listed in each bid must be properly licensed in the Town of Lowell as
a condition of being awarded the project. Contractors may contact the Lowell Building Department to
inquire on General Contractor and Sub-contractor licensing and requirements, at 219.696.7794 or the
Lowell website, www.lowell.net , Building Department for applications.
No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids.
The Town of Lowell reserves the right to retain any and all bids for a period of not more than 60 days,
and said bids shall remain in full force and effect during said time. The Town of Lowell further reserves
the right to waive informalities and to award the contract to any Bidder all to the advantage of the Town
of Lowell or to reject all bids.
A non-mandatory pre-bid conference is scheduled for Thursday, December 4th, 2025, at 10:00 am
(local time) at the Lowell Town Hall, 501 E Main Street, Lowell, Indiana. Representatives of the Owner
and Architect will be present to discuss the project and answer questions. Send all questions in writing,

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier's check
made payable to the Town of Lowell or an acceptable Bid Bond in an amount not less than ten percent

(10%) of the total bid price executed by an incorporated surety company in good standing and qualified
to do business in the State of Indiana.
BONDS: Performance and Payment Bonds each in the amount of one hundred percent (100%) of the
contract price will be required.
INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2009) which includes non-collusion
affidavit will be required.
LOCAL REQUIREMENTS: E-Verify Affidavit, Responsible Bidder Ordinance Questionnaire, Title VI
