STRUBLER PARK PLAYGROUND REPLACEMENT 2025

PROJECT MANUAL

NOTICE OF BID

Sealed bids for installing playground equipment and other related site work for Sugar Grove Park

District hereafter referred to as the Park District, will be received until 10 A.M. on June 18, 2025,

at which time they will be publicly opened and read aloud. Bid should be addressed to Mr. Scott

Nadeau, Sugar Grove Park District, 61 Main Street, Sugar Grove, IL 60554. All contracts for the

construction of public works are subject to the Illinois Prevailing Wage Act (820 ILCS 130/1-12).

Any bids received after this date and time will be returned unopened.

The preferred contractor shall have a current or have held a CPSI (Certified Playground Safety

Inspector), for the last certificate period with a copy of the certificate submitted with the bid. All

others may submit bids and will also be considered as determined by the District to be in its best

interests. Such decisions shall be final and not subject to recourse.

Instructions to Bidders

1 Bids shall be submitted in a sealed envelope and clearly marked:

2 PRE-BID MEETING:

A non-mandatory pre-bid meeting for all Bidders will be held at Strubler Playground, 73

Terry Drive, Sugar Grove, IL 60554, Sugar Grove, IL 60554 on June 4th. 2025 at 10 am,

local time. Prospective general contractors and subcontractors are invited to attend.

3 DOCUMENTS:

Printed Procurement and Contracting Documents: May be obtained commencing May 28th,

2025, by contacting reprographic house (Vesco Reprographics). Documents will be

provided to prime Bidders only; only complete sets of documents will be issued.

Online Procurement and Contracting Documents: May be obtained commencing May 28th, 2025,

by contacting Vesco Reprographics. Phone 630-896-2115. Online access will be provided to all

registered Bidders and suppliers (Vescoplanroom.com).

Viewing Procurement and Contracting Documents: May be examined commencing May 28th, 2025,

at the location below:

4 Bids will be awarded to the lowest responsible bidder complying with the conditions and

specifications presented herein. All bids must include the specified play components and activities

as shown on the attached drawings. All prices must be itemized and totaled as shown on the bid

form. The Park District reserves the right to reject any or all bids and to waive informalities to

serve the best interest of the Park District. The lowest bid will be determined by reference to the

Base Bid, the Base Bid and Alternates or any combination thereof as determined by the District to

be in its best interests. Such decisions shall be final and not subject to recourse.

Requirements for Performance and Bid Bonds

1. A bid bond is not required for this project.

2. If a bid is accepted, a Surety Bond (aka Performance and Labor & Material Payment Bond), payable to

the Sugar Grove Park District, for not less than one hundred (100%) percent of the contract amount will

be required prior to beginning construction. A Surety Bond, payable to the Sugar Grove Park District,

for not less than one hundred (100%) percent of the contract amount is required by Statute prior to

beginning construction on all projects where the Contract Sum is $150,000 or more, and may be required

for projects $150,000 or less at the discretion of the Sugar Grove Park District. Such bonds shall include

the provision guaranteeing the faithful performance of the Prevailing Wage Act. The surety on the bond

shall be a company that is licensed by the Department of Insurance authorizing it to execute surety bonds

and the company shall have a financial strength rating of at least A- as rated by A.M. Best Company,

Inc., Moody’s Investors Service, Standard & Poor’s Corporation, or a similar rating agency.

3. If a bid is accepted, the Contractor will be required to file a written substance abuse prevention program

with the Owner for the prevention of substance abuse among its employees prior to the commencement

of the work. Said program shall be available to the general public.

Award of Contract

It is anticipated that the contract will be awarded in July, 2025. The Park District reserves the right to reject

any non-responsive or non-responsible Bids or to reject all bids and waive any informality or technicality

in any Bid in the interest of the Park District.
