INSTRUCTIONS TO BIDDERS

PART 1 – PROPOSALS

A. Bids are requested for the interior buildout of FoxFitness River Street fitness center for the
Fox Valley Park District, (hereinafter referred to as FVPD or Owner), to be performed in accordance
with the attached Project Manual and Plans.

B. The project consists of: Interior buildout of an existing area, approximately a 5,000 sf space
within the first floor for a fitness center, in a multi level building.

C. Bid documents will be available beginning Friday July 16th at Vesco Reprographic, located at
1351 Aucutt Road, Montgomery, Illinois 60538.

D. There will be a non-mandatory, but recommended Pre-bid Meeting on, Wednesday, July 21st, 2021 at 3:30 am the job site (at 140 S. River Street Units 110 and 112, Aurora, IL).

E. Each Bid shall consist of a completed:

2. Bid Form
3. Certification of Compliance
4. Prevailing Wage and Compliance Affidavit
5. Contractor’s Drug Free Workplace Certification
6. Certificate Regarding Sexual Harassment Policy

PART 2 – BID FORM

A. Bidder shall submit the proposal form provided which shall be filled out completely and
addressed to the above address. On the outside of the bid envelope, each sealed bid shall also
contain the notation “SEALED BID” along with the following information:
1. Project Name
2. Bidders Company Name and Address
3. Date and Time of Bid Opening, (local time).
Bids for the FoxFitness River Street fitness center shall be received at the Cole Center – Oak
Room, 101 West Illinois Avenue., Aurora, IL 60506 until August 8th, 2021, 10:00 am (local time) at
which time they will be opened and read publicly. Any proposal received after the scheduled closing
time for receipt of proposals will be returned to the bidder unopened.

B. A Schedule of Values is included as part of the Bid Form. The prices given in this Schedule
are intended solely for the purpose of evaluating the lump sum bid. Although the Schedule of Values
in some instances includes unit quantities, this project is to be bid as a lump sum. The bidders
are responsible for verifying their own quantities for bidding purposes. The lump sum price shall
be for an installed and complete project as drawn and specified.

The bid award is based on a single lump sum bid however, should the project encounter change
orders, the unit prices listed below shall govern. The unit price shall include all equipment, materials and labor necessary to complete the work.

C. If the Schedule of Values includes any allowances, each bidder should include this amount in the lump sum bid.

PART 3 – EXAMINATION OF DOCUMENTS AND INSPECTION OF SITE

A. Before submitting a Proposal, Bidders shall carefully examine the Project Manual, Drawings and Specifications, visit the site of work, fully inform themselves of all existing conditions and
limitations, and include in the Proposal a sum to cover the cost of all items to be constructed.

B. The failure or omission of any bidder to receive or examine any form or document, or to visit
the site and become acquainted with existing conditions shall in no way relieve the bidder from any obligation with respect to his bid. No pleas of ignorance, oversight or miscalculation of the
conditions prevailing shall suffice to secure withdrawal of a Proposal submitted or to invalidate
the Contract or bond after its execution.
