1.1 PROJECT INFORMATION
A. Notice to Bidders: Qualified Bidders may submit bids for this Project as described in this document. Submit
bids according to the Instructions to Bidders.
1. Regulatory Requirements: Illinois public bidding statues shall govern submittal, opening, and award
of bids.
B. Project Identification: Repede Center Roof Replacement Project
1. Project Location: 61 S Main St. Sugar Grove, IL 60554.
C. Owner: Sugar Grove Park District 61 S Main St. Sugar Grove, IL 60554
1. Owner’s Representative: Scott Nadeau, Executive Director.
D. Project Description: Project consists of removing old roof and constructing new roof for the Repede Center,
the Park District Administration Building
E. Construction Contract: Bids will be received for the following Work:
1. General Contract (all trades).
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will
consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as
follows:
1. Bid Due Date: 15 December 2022.
2. Bid Due Time: 10:00 a.m., local time.
3. Location: Sugar Grove Park District Repede Center, 61 S Main St. Sugar Grove, IL 60554
4. Bids will be thereafter publicly opened and read aloud.
B. Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in,
or fully consumed in the performance of the Work. An Exemption Certificate will be furnished by the Owner
on request of the Bidder, for use in connection with this Project only.
C. Owner reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions
of a proposal and reject the remainder without disclosure for any reason. Failure to make such a disclosure
will not result in accrual of any right, claim or cause of action by any Bidder against the Owner.
1.3 WITHDRAWAL
No bids may be withdrawn for a period of 90 days after opening of bids.1.4 PREBID MEETING
A. Prebid Meeting: A MANDATORY Prebid meeting for all Bidders will be held at the Repede Center, 61 S Main
Street, Sugar Grove, IL 60554 on 30 November 2022 at 11:00 am, local time. Prospective general contractors
and subcontractors are requested to attend. An optional Prebid meeting is scheduled for 01 December 2022
at 11:00 am for any bidders who cannot attend the November 30 meeting.
1.5 DOCUMENTS
A. Printed Procurement and Contracting Documents: May be obtained commencing 21 November 2022, by
contacting reprographic house (Vesco Reprographics). Documents will be provided to prime Bidders only; only
complete sets of documents will be issued.
B. Online Procurement and Contracting Documents: May be obtained commencing 21 November 2022, by
contacting Vesco Reprographics. Phone 630-896-2115. Online access will be provided to all registered
Bidders and suppliers (Vescoplanroom.com).
C. Viewing Procurement and Contracting Documents: May be examined commencing 21 November 2022, at the
locations below:

1.6 TIME OF COMPLETION
A. Successful Bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the
Work within the Contract Time.
1.7 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain
insurance and bonds required for the Work in accordance with the contract documents.
B. Owner will award the Contract to the lowest most responsible and responsive Bidder, as determined by Owner.
In evaluating whether a bidder is a responsible bidder, Owner may rely upon all publicly available information.
1.8 COMPLIANCE WITH LAWS
A.
The Park District has determined that the Illinois Prevailing Wage Act applies to this Project. Accordingly,
Contractor shall comply with the Illinois Prevailing Wage Act and pay and require every Subcontractor to pay
prevailing wages as established by the Illinois Department of Labor for each craft or type of work needed to
execute the contract in accordance with 820 ILCS 130/.01 et seq. Contractor shall prominently post the
current schedule of prevailing wages at the Contract site and shall notify immediately in writing all of its
Subcontractors, of all changes in the schedule of prevailing wages. Any increases in costs to Contractor
due to changes in the prevailing rate of wage during the terms of any contract shall be at the expense of
Contractor and not at the expense of the Park District. The change order shall be computed using the
prevailing wage rates applicable at the time the change order work is scheduled to be performed.
Contractor shall be solely responsible to maintain accurate records as required by the prevailing wage
statute and to obtain and furnish all such certified records and payrolls as required by Statute and directed
by administrative regulation (i.e., through the IDOL web portal). Contractor shall be solely liable for paying
the difference between prevailing wages and any wages actually received by laborers, workmen and/or
mechanics engaged in the Work and in every way defend and indemnify Park District against any claims
arising under or related to the payment of wages in accordance with the Prevailing Wage Act. The Illinois
Department of Labor publishes the prevailing wage rates on its website at:
https://www.illinois.gov/idol/Laws-Rules/CONMED/Pages/Rates.aspxThe Department revises the prevailing wage rates and the Contractor/ subcontractor has an obligation to
check the Department’s web site for revisions.
B. The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules,
regulations and executive orders including but not limited to those pertaining to equal employment opportunity.
