Sealed bids will be received and contract awarded for the restoration of the historic portico on the main emergency shelter building for Mutual Ground, Inc. as indicated in the Information to Bidders external renovation project and subject to Mutual Ground’s right to reject any bids. Sealed bids will be received up until 3:00 PM, local time, Tuesday, August 25, 2020 at the office of the Executive Director of Mutual Ground, Inc., 418 Oak Ave, Aurora, IL 60506. The bids will be publicly opened and read aloud at that time.

The project work includes, but is not limited to: documentation of existing layout of historic items, demolition of deteriorated elements, installation of new substructure, and restoration of historic portico. Bid packets and plans will be available beginning August 5, 2020. Please contact Vesco Reprographic, 1351 Aucutt Road, Montgomery, IL 60538 at 630-896-2115 or via www.vescoplanroom.com. Plans will be available digitally to view or download. A non-refundable fee of $25.00 will be charged to download each plan set and project manual. If the contractor prefers a printed plan set and project manual then a non-refundable fee of $40.00 will be charged per set. All addendum and associated Bid Documents shall be issued through the Vesco Plan Room. An Inspection for Bidding at 418 Oak Ave, Aurora, IL 60506, will be held at 11:00 AM, local time, Tuesday, August 11, 2020. Mutual Ground representatives will be present at the inspection. It is mandatory that all bidders attend this inspection meeting to be considered for the contract award.

All contractor questions to be submitted by 5:00 PM, local time, Tuesday, August 18, 2020. A final addendum will be issued by the architect no later than 5:00 PM, local time, Thursday, August 20, 2020 addressing all received questions.

Award of the contract shall be contingent upon the Bidder’s ability to comply with the following: This is a federally-assisted project and Davis-Bacon (DBRA) prevailing wage requirements will be strictly enforced. Federal Labor Standards Provisions HUD-4010 will be incorporated into the successful Bidder’s contract. Contractors, including all subcontractors, must be eligible to participate. The successful bidder shall comply with all regulations of the Community Development Block Grant Program of the City of Aurora, State of Illinois. Sufficient proof of liability and workman’s compensation insurance coverage must be furnished to satisfy requirements of Mutual Ground. Mutual Ground encourages minority, women and/or disabled-owned contractors to submit bids.

A bid bond or a certified check payable to Mutual Ground for 5% of the bid price is required with the bid presented. A 100% performance and payment bond will be required from the successful bidder. Note that the prospective bidder awarded the bid will be responsible for obtaining permits from the City of Aurora which includes a Certificate of Appropriateness and building permits where applicable.

Mutual Ground, Inc. reserves the right to reject any or all bids and to waive any technicality, informality or irregularity in the bids received. Mutual Ground further reserves the right in its discretion to award the project to the most responsible Bidder whose offer best responds in quality, fitness and capacity to the requirements of the proposed work or usage and the best interest of Mutual Ground.
